उत्तराखंड में नकली दवाओं का जाल फैलता, नकली दवा के धंधेबाजों के लिए राज्य बना सॉफ्ट टारगेट
उत्तराखंड में नकली दवाओं का जाल फैलता जा रहा है या यूं कह लीजिए कि नकली दवा के धंधेबाजों के लिए राज्य सॉफ्ट टारगेट बन गया है। यहां निरंतर ऐसे मामले पकड़ में आ रहे हैं।
खासकर रुड़की और इसके आसपास के क्षेत्र में यह धंधा खूब फूल-फल रहा है। दूसरी तरफ, खाद्य सुरक्षा एवं औषधि प्रशासन इन धंधेबाजों का नेटवर्क भेद पाने में नाकाम साबित हो रहा है।
हरिद्वार में पकड़ी गई नकली दवा फैक्ट्री के प्रकरण से विभाग की कार्यप्रणाली फिर सवालों के घेरे में आ गई है। सवाल यह भी है कि क्यों विभाग को ऐसे गंभीर प्रकरणों की भनक नहीं लग पाती। क्या विभाग का काम सिर्फ लाइसेंस जारी करना है? यह कौन देखेगा कि जिसे लाइसेंस दिया गया है, वह प्रतिष्ठान मानकों के अनुरूप काम कर भी रहा है या नहीं। इसके अलावा जिस निगरानी को विभाग में विजिलेंस सेल गठित की है, वह क्या कर रहा है। जाहिर है कि औषधि नियंत्रक विभाग का विजिलेंस तंत्र सिर्फ कागजों में सक्रिय है।
विभाग है निष्क्रिय
नकली दवा ही नहीं, प्रतिबंधित दवाओं की बिक्री रोकने को लेकर भी विभाग निष्क्रिय है। इसी वर्ष सात मई को प्रेमनगर पुलिस ने एक मेडिकल स्टोर से 68 हजार प्रतिबंधित कैप्सूल और 12 हजार गोलियां बरामद की थीं। जिसके बाद विभाग ने कुछ दिन तक मेडिकल स्टोरों की जांच को लेकर सक्रियता दिखाई और फिर मामला ठंडे बस्ते में चला गया। यही नहीं, एक पखवाड़ा पहले पुलिस की ओर से दवा की दुकानों पर की गई छापेमारी को अधिकार क्षेत्र में उलझाने का प्रयास हुआ।
जांच के लिए दिए अभियान शुरू करने के निर्देश
नकली दवा बनाने की फैक्ट्री का मामला सामने आने के बाद औषधि नियंत्रक ताजबर सिंह जग्गी ने सोमवार से पूरे प्रदेश में दवाओं की जांच के लिए अभियान शुरू करने के निर्देश दिए हैं। उन्होंने सभी वरिष्ठ औषधि निरीक्षक और औषधि निरीक्षकों को फील्ड में उतरकर दवाओं की जांच करने के लिए कहा है। दवाओं की जांच में लापरवाही बरतने वाले औषधि निरीक्षकों को निलंबन की चेतावनी दी गई है।

औषधि नियंत्रक ने रविवार देर शाम सभी जिलों के औषधि निरीक्षकों को जारी निर्देश में कहा कि कुछ स्थानों से नकली दवा मिलने की शिकायत मिली है। उन्होंने कहा कि पूरे जिले में छापेमारी अभियान चलाकर सुनिश्चित किया जाए कि किसी भी स्टोर तक नकली दवा न पहुंच पाए। इसके लिए सभी मेडिकल स्टोर पर बिक रही दवाओं का रैंडम सैंपल लेकर जांच कराई जाए।
उठाए जाएंगे कड़े कदम
औषधि नियंत्रक ने कहा कि दवाओं की जांच में लापरवाही करने वाले औषधि निरीक्षकों के खिलाफ कड़े कदम उठाए जाएंगे। यह भी कहा कि सोमवार से नियमित रूप से इस अभियान की निगरानी की जाएगी। इसके अलावा विभाग की विजिलेंस सेल को भी सक्रिय करने के निर्देश उन्होंने दिए हैं।
