उत्तराखंड में कोविड कर्फ्यू के तहत दोहरे मानक अपनाए जा रहे हैं। राज्य में एक ओर राजनैतिक दलों को बड़े-बड़े कार्यक्रम करने की खुली छूट दी जा रही है और दूसरी ओर शादी-ब्याह जैसे आयोजनों के लिए जनता पर तमाम पाबंदियां लाद दी गई हैं। उत्तराखंड में जल्द ही विधानसभा चुनाव होने हैं, ऐसे में सभी राजनीतिक दल एक के बाद एक सियासी आयोजन कर लोगों का ध्यान आकर्षित करने में जुटे हैं। इन कार्यक्रमों के दौरान कोविड गाइडलाइन ताक पर रख दी जाती है। दूसरी ओर, सारे कायदे-कानूनों के पालन की जिम्मेदारी सिर्फ और सिर्फ आम आदमी के सिर पर डाल दी जाती है।
उत्तराखंड में वर्ष 2022 में विधानसभा चुनाव प्रस्तावित हैं। इसके मद्देजनर अपनी सियासी जमीन को मजबूत करने के लिए हर राजनैतिक दल आए दिन बड़े-बड़े आयोजन कर रहे हैं। भारतीय जनता पार्टी, कांग्रेस, आम आदमी, उत्तराखंड क्रांति दल समेत सभी राजनैतिक दल मनमाने तरीके से जनसभा, रोड शो और बैठकों का आयोजन कर भीड़ जुटा रहे हैं।
इन आयोजनों में कोविड प्रोटोकॉल की जमकर धज्जियां उड़ाई जा रही हैं। राजनीतिक कार्यक्रमों में न तो सोशल डिस्टेंसिंग दिखाई देती है और न ही अधिकतर लोग मास्क लगाए दिखते हैं। ताजा घटनाक्रम देखें तो भाजपा ने रुड़की से देहरादून तक जन आशीर्वाद यात्रा निकाली। इसमें बड़ी संख्या में लोगों ने भागीदारी की। मंगलवार की बात करें तो देहरादून शहर के बीचोबीच आम आदमी पार्टी ने रोड शो किया। इसमें भी बड़ी तादाद में कार्यकर्ता और लोग उमड़े। पिछले दिनों नये प्रदेश अध्यक्ष गणेश गोदियाल के स्वागत में कांग्रेस ने भी बड़ा आयोजन किया।
इन सभी सियासी कार्यक्रमों में कोरोना से बचाव के लिए लागू नियमों का पालन नहीं किया गया। इस सबके बावजूद प्रशासन मौन बना हुआ है और किसी भी राजनीतिक दल के खिलाफ कोई कार्रवाई नहीं हो रही। ऐसे में जिला प्रशासन के दोहरे मानकों को लेकर सवाल उठ रहे हैं कि क्या सारे नियम-कानून सिर्फ आम लोगों के लिए हैं?
और आमजन के सिर पर लाद दी नियम-कायदों की ‘गठरी’
दूसरी ओर, शादी और अन्य समारोह के लिए आम लोगों पर तमाम बाध्यताएं लाद दी गई हैं। इससे आम लोगों के साथ-साथ वेडिंग प्वाइंट कारोबारियों के सामने दिक्कत आ रही है। शादी में 50 लोगों को शामिल होने की मंजूरी दी गई है। साथ ही यह भी जरूरी है कि उन सबके पास 72 घंटें पूर्व की आरटीपीसीआर नेगेटिव रिपोर्ट हो। कोरोना का सबसे अधिक असर वेडिंग प्वाइंट व इसी तरह के अन्य आयोजन स्थलों पर पड़ा है। कोरोना की पहली लहर के बाद के बाद से ही इस सेक्टर की हालत खराब है। हालत यह है कि शादी-विवाह से जुड़े लोगों का कारोबार अभी तक पटरी पर नहीं आ पाया है।
