स्वास्थ्य सचिव ने बताया कि राज्य में पहली बार यात्रा मार्गों पर हेल्थ स्क्रीनिंग की व्यवस्थाएं की गई हैं

स्वास्थ्य सचिव श्रीमती राधिका झा ने स्वास्थ्य विभाग द्वारा चार धाम हेतु की गई तैयारियां के बारे में अवगत करवाया। कहा कि चिकित्सा विभाग द्वारा सुरक्षित यात्रा के लिए पर्याप्त व्यवस्थाएं की गई है जो 2019 की तुलना में कहीं अधिक है और अनेक नये प्रयास भी किए गए हैं। चिकित्सा कर्मियों की तैनाती में बढ़ोतरी करते हुए 178 चिकित्साधिकारी तैनात किये गए हैं, जो वर्ष 2019 की तुलना में 66 प्रतिशत अधिक है। फर्स्ट मेडिकल रिस्पांडर एवं मेडिकल रिलीफ पोस्ट की संख्या में भी वृद्धि की गई है। एंबुलेंस की संख्या में भी गत वर्षों की तुलना में 33 प्रतिशत वृद्धि करते हुए यात्रा मार्ग पर 119 एम्बुलेंस तैनात की गई है। यात्रियों को त्वरित चिकित्सा सहायता प्रदान करने के लिए पहली बार हेली एम्बूलेंस सेवाएं दी जा रही है, इसके अतिरिक्त सभी चिकित्सा इकाइयों पर ऑक्सीजन की पर्याप्त आपूर्ति रखी गयी है। 2019 की तुलना में 108 एम्बूलेंस द्वारा दी गयी सेवाओं में 173 प्रतिशत की बढ़ोतरी भी दर्ज की गयी है। उन्होंने बताया हृदय रोगियों के समुचित उपचार हेतु पहली बार विशेषज्ञ चिकित्सकों को Cardiology में प्रशिक्षण देकर यात्रा मार्ग पर स्थित प्रमुख चिकित्सालयों में तैनात किया गया है। यात्रा में तैनात चिकित्सकों को एम्स ऋषिकेश के माध्यम से हाई एल्टीट्यूड सिकनेस के उपचार हेतु प्रशिक्षण भी पहली बार दिया गया है। यात्रियों की संख्या में वृद्धि को देखते हुए हाल ही में एम०बी०बी०एस० उत्तीर्ण 75 बांडधारी चिकित्सकों की तैनाती अगले 03 माह के लिए यात्रा से संबंधित अस्पतालों / जनपदों में की गई है। उन्होंने कहा कि चारों धाम उच्च हिमालयी क्षेत्र में स्थित है जिसमें क्रमशः- केदारनाथ धाम की औसत ऊंचाई 3580 मी0, बद्रीनाथ 3415मी0, यमुनोत्री 3235मी0 तथा गंगोत्री 3415मी० समुद्रतल से ऊंचाई पर स्थित है। बिना किसी विराम के मैदानी क्षेत्रों से आये हुए यात्रियों को उच्च हिमालयी क्षेत्रों में स्थित धामों पर जाने में प्रतिकूल स्वास्थ्य स्थितियों का सामना करना पड़ता है, जिसमें सांस फूलना, ठण्ड लगना (Hypothermi) एवं हृदयाघात जैसी स्थितियां प्रमुख है। इसके अलावा यह भी देखा गया है कि यात्रियों को पर्वतीय मौसम एवं वातावरण के प्रति अभ्यस्त होने में भी समय लगता है। इन सभी कारणों के फलस्वरूप हर वर्ष ही दुर्भाग्यपूर्ण रूप से हृदय गति रुकने से मृत्यु होती आयी है जैसे वर्ष 2017 में भी 112 यात्रियों की दुर्भाग्यपूर्ण मृत्यु हुई थी।

स्वास्थ्य सचिव ने बताया कि राज्य में पहली बार यात्रा मार्गों पर हेल्थ स्क्रीनिंग की व्यवस्थाएं की गई हैं जिसमें 9 प्रमुख स्थानों क्रमश – बद्रीनाथ के लिए गौचर एवं पाण्डुकेश्वर, केदारनाथ के लिए सोनप्रयाग, जवारी बॉयपास एवं कुण्डपुल तथा यमुनोत्री के लिए दोबाटा, जानकी चट्टी एवं गंगोत्री के लिए हिना एवं गंगोत्री में हेल्थ स्क्रीनिंग की जा रही है। हैल्थ स्क्रीनिंग में ऐसे यात्रियों को आगे की यात्रा से रोका जा रहा है, जिनकी स्वास्थ्य स्थिति यात्रा के अनुकूल नहीं है। अभी तक 87 यात्रियों को स्क्रीनिंग उपरान्त वापस लौटाया गया है। उन्होने बताया यद्यपि यात्रियों की अत्यधिक संख्या को देखते हुए सभी की हेल्थ स्क्रीनिंग किया जाना। सहज नहीं हो पा रहा है तथापि चिकित्सा विभाग द्वारा 50 वर्ष से अधिक आयु के सभी यात्रियों की स्क्रीनिंग की जा रही है। बहुत से उत्साही यात्री चिकित्सकीय परामर्श के उपरान्त भी अंडरटेकिंग देकर यात्रा जारी रख रहे हैं। उन्होंने बताया की वर्तमान तक दो लाख से ऊपर रोगियों की हेल्थ स्क्रीनिंग की गई है, 71,646 यात्री ओपीडी में देखे गए हैं एवं 381 रोगियों को एंबुलेंस सेवा प्रदान की गई है तथा 5000 से अधिक यात्रियों को आपातकालीन सेवाएं भी प्रदान की गयी है। हेलीकॉप्टर एंबुलेंस का उपयोग 30 रोगियों को एम्स ऋषिकेश लाकर सफलतापूर्वक उपचार कराया गया है।

सरकार द्वारा कुलपति चिकित्सा विश्वविद्यालय की अध्यक्षता में गठित विशेषज्ञ समिति द्वारा इन मृत्यु के कारणों का विश्लेषण किया गया है। विश्लेषण अनुसार कोविड महामारी के दूरगामी प्रभाव के कारण मैदानी क्षेत्रों से उच्च हिमालयी क्षेत्रों में यात्रा करने का जोखिम अत्यधिक बढ़ गया है। उन्होंने बताया विशेषज्ञ समिति द्वारा यह मंतव्य देते हुए सुझाव दिये गये हैं कि बुजुर्ग एवं अन्य बीमारियों से ग्रसित यात्रियों का पूर्व स्वास्थ्य परीक्षण आवश्यक है और सभी यात्रियों को मेडिकल एडवाइजरी का अनुपालन करते हुए ही यात्रा पर आना चाहिए क्योंकि अभी तक हुई मृत्यु में 60 प्रतिशत से अधिक लोग Co-morbidity से ग्रसित थे एवं 60 प्रतिशत लोग 50 वर्ष से अधिक की आयु के थे। उन्होंने कहा विभिन्न वैज्ञानिक शोध के अनुसार कोविड महामारी के प्रतिकूल प्रभाव अधिक ऊंचाई वाले क्षेत्रों में जाने पर और अधिक देखे गये हैं। विशेषज्ञ समिति ने दिनांक 05.06.2022 को दिये गये सुझावों में कहा गया है कि बुजुर्ग, कोविड प्रभावित तथा अन्य रोगों से ग्रसित यात्री स्वास्थ्य परीक्षण एवं चिकित्सकीय परामर्श उपरान्त ही यात्रा पर आएं. यात्रा के दौरान 48 घण्टे तक स्थान विशेष के अनुसार ढलने के उपरान्त तथा तत्समय की स्वास्थ्य स्थितियों को देखते हुए सतर्कता से यात्रा करें।

    A deadly Israeli airstrike on Hezbollah’s stronghold in southern Beirut on Friday has left over a dozen people dead, including a high-ranking Hezbollah commander, sharply escalating the conflict between the two sides and raising fears of all-out war.

    Senior Hezbollah commander Ibrahim Aqil, part of Hezbollah’s elite Radwan Force, was assassinated along with “about 10” other commanders, Israel Defense Forces (IDF) spokesperson Daniel Hagari said, accusing them of planning to raid and occupy communities in Galilee in northern Israel.

    Hezbollah confirmed Aqil’s death on Friday, saying he was killed “following a treacherous Israeli assassination operation on 09/20/2024 in the southern suburbs of Beirut.”

    According to Hagari, the targeted commanders were “underground underneath a residential building in the heart of the Dahiyeh neighborhood, using civilians as a human shield” at the time of the attack.

    Lebanon’s health ministry said at least 14 people were killed and 66 others injured in the airstrike, which leveled a multistory building in a densely populated neighborhood.

    Aqil had a $7 million bounty on his head from the United States for his suspected involvement in the 1983 strike on the US Embassy in Beirut, which killed 63 people, as well as the bombing of the Beirut Marine barracks, which killed 241 US personnel later that year.

    A CNN team on the ground in Beirut saw a frantic effort to rescue people from underneath the rubble and rush the wounded to hospital. Witnesses said nearby buildings shook for nearly half an hour after the strike, which the IDF said it had carried out at around 4 p.m. local time.

    A week of surprise attacks
    Friday’s strike marked the fourth consecutive day of surprise attacks on Beirut and other sites across the country, even as Israeli forces continued deadly strikes and operations in Gaza and the occupied West Bank.

    The first major attack against Hezbollah this week came Tuesday afternoon when pagers belonging to the militant groups’ members exploded near-simultaneously. The pagers had been used by Hezbollah to communicate after the group’s leader, Hassan Nasrallah, encouraged members to switch to low-tech devices to prevent more of them from being assassinated.

    Almost exactly 24 hours later, Lebanon was rocked by a second wave of explosions, after Hezbollah walkie-talkies detonated in Beirut and the south of the country on Wednesday.

    At least 37 people were killed, including some children, and more than 3,000 were injured in the twin attacks.

    In a United Nations Security Council meeting on Friday, UN human rights chief Volker Turk on Friday warned that the detonation of communication devices could violate international human rights law.

    Lebanese Foreign Minister Abdallah Bou Habib and Israeli Ambassador to the UN Danny Danon clashed at the heated meeting, with Bou Habib calling on the council to condemn Israel’s actions and Danon slamming the Lebanese envoy for not mentioning Hezbollah.
